This is bad news for India. The upper class People are the ones who run Businesses and create Jobs, if the upper class leaves India and moves to UAE, India will lost billions of dollars in GDP contributions and tens of thousands of Jobs.
Indian Government needs to focus on infrastructure development in India, make it easier to do Business in India, get rid of freebies, reduce taxes on Businesses, make quality of life better in India, then India can retain its top entrepreneurs, scientists, doctors, and engineers. Otherwise, the business drain and brain drain will continue to hurt India, it's death by thousand cuts.
Another wave of brain drain I suppose, top layer to US , rest to Dubai , we are left with left overs, innovation can go to drain
