I had my visa interview on August 28th, and it went quite well. However, the consular officer asked for an email from my school confirming that I can arrive late. Since I am indeed arriving late, I requested this confirmation from my school, and the school sent the email to the embassy on August 30th. In my particular case I don’t see any reason why they’d refuse my spouse immigrant visa and they did! Sometimes you see cases where some people definitely needs to be refused and they get approved and the other way around! I think in some cases the interviewer in a bad mode and just refuses!
